Employers may continue to use payroll values on employee State (or State equivalent) Withholding Certificates provided before 2020. However, employee payroll changes that occur on or after January 1, 2020 must be provided on the 2020 State (or State-equivalent) Withholding Certificate for state and state-equivalent W-4 certificates.
